You've probably run into a BIOS limitation of your motherboard. You may be
able to find an update at the manufacturer's web site.
You could also just go with three partitions (8, 8, 4) or check the
manufacturer's site for "Overlay" software that will allow the full 20 GB to
be recognized.
We could tell you more if we knew the Motherboard name and model and the HD
brand.

I just replaced my hard drive and attempted to format it using the Win98
startup disk. It formated only 8gb of a 20gb hard drive. The computer was
replaced with the same size HD. Can someone suggest how I can get the entire
drive to format.
