Unless you have operated a small business, you probably cannot truly
appreciate just how much can fall on one person's shoulders. It is not lack
of planning, it is lack of resources.

If I were a nastier guy like Ralph, I might be inclined to suggest that a
guy who works for a government agency may not fully appreciate these
concerns, particularly if he's working in one of those offices where there
are 5 people hired to do one person's job and none of them seems to be
interested in doing it.

But then I'm not that nasty guy. I know better. One of the most durable
small businessman you could ever meet, a farmer, once told me that the only
business that's easier than the one you're in is the one you don't know
enough about.
