I don't know if the mods themselves are illegal or not, but the use of what
they allow is. I don't see, the way the rules are written, where just doing
the mods is illegal though there is the type acceptances to worry about and
FRS radios are cheap anyway, I can get a pare for $20 or so any day of the
week. I've modded a couple of my radios in the past and never used them
where they could transmit after, not worth putting my license in jeopardy.
