The first rule of health is not to eat food you cannot digest.  Clearly
she cannot
digest the load of vegetables and fruits she is eating.  (I hope she is
not eating
raw grains!).  The fruits are causing hypoglycemia for her since she has
almost no protein and fat to balance them.  Her body is absolutely
shouting that her food choices are wrong.  She may be celiac
 (celiac/gluten intolerance is often diagnosed as colitis).  Regardless
of the
health problems obviously caused by her diet, it may be difficult to
change her mind, since the vegan diet often leads to total rigidity wrt
food choices.

Just like dealing with someone who is starving (which she is, basically),
she would need to change her diet slowly, adding better, more nourishing
foods.  I would suggest starting with vegetable soups, with olive oil
or butter in them.  If you can get her to, follow this step with cream
soups and/or soups made with chicken broth.  Then try some organic
 free-range eggs.  The next step (slowly, slowly) would be
fish oil and/or fatty fish such as herring or wild salmon.    If she can
get this far, it is likely that her health and weight will be improved.
 From this point she can decide whether to go on to Paleo.
