I'm sure that opinions will vary here, but if he only wants a 2-meter
radio, I'd look to see if there is an old Radio Shack HTX202 lying around
out there somewhere. I have heard that they go for something like $70 on
Ebay.
The radios are pretty easy to work with, and are great work horses. I still
have mine (it's about ten years old now), and still use it for back-up
purposes.
If he wants a radio with other bands, like 220 or 440, then I'd recommend
the Kenwood THF6A. The Icom T90A is a dual-bander, covering 2 meters and
440, which is another possibility, but I don't have one of those myself.
The other rigs I have just mentioned, of course, are considerably more
expensive.
