I needed to modify my license last year to reflect a change in address, and
found the FCC website to be very "blind friendly" / accessible.  You wil
need to have a password, even if you have a ULS number, and the FCC does
have staff available at a designated phone number (though I don't now
remember the number) who will give you a temporary password if you don't
have one, or can't remember the one you previously had.
