it is explicit in the VE manual that handicapped people can become VEs.  That
isn't where there was any question.  The questions have to do with a blind
person meeting what the ARRL sees as requirements mandated by the FCC once
they've become a VE.  If you read the manual you'll see that not only can anyone
become a VE but no VE team is required to use the services of any VE and any VE
is required not to serve in any capacity which he/she feels incapable of
performing or for which the ARRL/VEC office feels there to be a problem.
