If in windows 3.1, 95, 98, or me try the following.

Edit your system.ini file.

Search for the [386 enhanced] subsection.

Immediately under that header insert the following line.

comxautoassign=0

where x is the number of your com port 1, 2, 3, or 4.
This prevents windows from taking total control of your com port. It
allows sharing between windows and a dos program.

Note however, that you will have no data integrity between the two
programs. By this I mean that data from one program could corrupt the
operation of the other. I use this strategy successfully for running dos
terminal programs under windows 95 and 98.

Hope this helps someone out there.
