The US has financed and harbored Cuban-American  terroists who have blown up
planes, department stores in Cuba, poisoned crops, committed assasinations, etc.
Even when they've known individualss were guilty of these terrorist crimes (abetted
by federal agents), they have protected them from facing justice.
