Basically, as the law is now, kids with IEPs can't be given OSS (out of
school suspension) for more than 10 days total in a school year unless the
misbehavior resulting in the OSS can be clearly NOT linked to their
disability.  That gets very sticky and many teachers/administrators (myself
included) find that kids with IEPs are getting away with pretty serious
behavior issues because "it is a manifestation of their disability."
Frankly, there are just some things all kids should be expected to do,
disabled or not, and hiding behind an IEP enables some kids to continue on a
negative path.  However, having said all that, I do think it is important to
evaluate every incident involving any child individually and discipline
appropriately so that all kids can feel safe and learn at school - whether
they have an IEP or not, they should be disciplined fairly.
