Well, I'm not sure on the amp question, but as far as doubling the power,
that is only 3 db.  In most rigs they try and calibrate the s meter so an
s unit, say from s 7 to s 8 requires a 6 db signal increase, so you'd have
to go 4 times the power for one s unit increase.  Of course, s units are
relative.  I think I read a rule of thumb many many years ago that the
broadcast industry use to use, they wouldn't do anything unless they got a
seven db gain, 5 times the power.  Just my opinion, and your mileage may
vary.
