Win98 can be installed with a win95 boot disk. The 98 boot floppy disk will recognize a greater number of CDROM drives --so, if your cd drive is recognized than you simple run the setup.

Are you sure that your have done the FDISK (which partitions the drive) and FORMAT (which sets up the FAT table)correctly.

At the A:\> type FDISK and select #4 to see what partitions are on the harddrive than delete all partitions.(#3) and create and make active the #1 partition. BE SURE to reboot and again check the drive-- FDISK #4 than press Esc and type FORMAT  at the A:\> prompt.
At this point you can set up either Win95 0r Win98.

Since you've had problems, I'd set up Win 95 first to be sure every thing was OK and than go back and FDISK and FORMAT again and set up Win98.

If it's a full 98se cd then you can boot off the cd just change the BIOS to
allow it to boot from CD.  If it's an upgrade, then you have to install or
supply the 95cd to verify you're elegible to upgrade.
