This is a well known bug in Win9x
in my experience the shutdown patch rarely helps, but is worth a try.
check this microsoft site for Window 98 shutdown troubleshooting
http://support.microsoft.com/default.aspx?scid=kb;EN-US;q202633
as always cut and paste the whole url if it's cut off.

My experience has been that shutdown problems are often
related to video drivers, a corrupt exit sound file, or just a proggie that
doesn't want to shutdown
Also dump your temp files, they can cause shutdown problems.
Type "windows shutdown problem" into a search engine and you will
find many more sites with troubleshooting guides.
