The issue is also the rich text editor used by the blog for those adding
content.  TinyMCE has been said to be the most accessible but we still had
problems with certain elements such as uploading images and video.
Fckeditor is the other rich text editor and we added some html tags to make
that editor more keyboard accessible.

We found that because Wordpress is mainly a text based system it is
accessible to most users including those working with screen readers and
keyboards. It uses TinyMCE as a rich text editor which can be reached using
a keyboard and the menu buttons are also accessible. Colour contrast levels
and text sizes can be changed by the designer. CAST Universal Design for
Learning discuss their choice of Wordpress for their blogs based on its
accessibility.

Not to be flippant, but there's a blog about this:

My own experience is limited, but I think it's true that blog accessibility
is controlled more by the theme applied to the blog than to the engine
itself.  WordPress has a good reputation for accessibility, but you can find
themes for it that are inaccessible.

All 3 blog platforms you mention have lively communities that can answer any
question you have.  I've found the people at wordpress.org to be friendly
and well-informed every time I've needed something.  You could start here:
