Microsoft has a shutdown patch that will correct this.  If you run it on
a home network also get the network mapped drives shutdown patch.

Hi list,
How can I fix the shutdown error of Win98?I can't have it shutdown.When
I click the shutdown button it goes to "Windows is shutting now" and
suspends here. Any suggestion would be greatly appreciated. Regards,
