Hiya, I had a similar problem just recently, except the motherboard I was
using just wouldn't recognise the mouse, keyboard was fine.
I tried setting the bios a number of different ways, but still no better.
On the very last day, I became very tempted to throw it out of the window,
but I had one last idea.
I reset the bios completely wrong, as a last resort, as I had been assured
that it had been a working motherboard shortly before then.
Guess what? It worked, I couldn't believe it.
I can only assume that whoever had set it up previously had altered some
jumpers somewhere along the line, as it now works perfectly.
Maybe this was a one off, but I thought it might be worth mentioning.

I have a SOYO (SY-7IZM) motherboard that doesn't see the mouse or the
keyboard. During the POST it beeps and gives the message Keyboard error or
no keyboard present. Switching to a USB kryboard will get me into setup and
was able to start installing windows98 se, got as far as the prompt for Name
and workplace, stays on the name line. The USB mouse doesn't work at all.
Changing batteries didn't have any effect. Any ideas would be appreciated
