Colin,
Try updating the audio driver. Check the Windows Update site (link on the
Start Menu) and the HP/Compaq Support Software & Driver downloads page here:
http://tinyurl.com/28jl3.
More than likely the HP/Compaq site will have other updates for your
particular model also.

Subject: [PCBUILD] CDROM runs fsaster than normal
Hi, I have inherited a Compaq Pentium II that has only one fault. Music
plays in the CDROM a little faster than normal, giving a slightly 'chipmunk'
effect.
I cleaned the player and the sound was a little cleaner but still fast. I
replaced the unit with a brand new unit but the result was the same so the
problem apparently does not lie in the player itself. Would appreciate any
clues as my available tech is so far lost for an answer.
Yours, Colin Joyce
