Jean:
Windows 3.11 did support networking. However, unlike later versions of
Windows, hardware support under Win 3.11 was actually provided by MS-DOS, so
you should look for cards that work under MS-DOS.
I am confused by your description of your computer as an "AT with a PCI slot".
Are you certain that it is a PCI slot and not an ISA slot? The ISA interface
dates back to the original IBM PC, whereas the PCI slot was introduced in
1992. Most motherboards provided a mix of ISA and PCI slots up until a few
years ago. More importantly, there were a great number of ISA network cards
produced, and I would expect that one of those would work quite well for you.
