EMERGENCY WAR CIVIL DEFENSE PROCEDURES
IN ISRAEL

Dear Israeli Residents,

At this time, the security forces in the State of Israel are
anticipating
the possibility of an emergency situation and this obligates us to make
the
appropriate preparations. We all hope that the danger will pass quickly,
without the country and its citizens becoming involved in any
confrontation.

Israel is prepared for times of emergency in every walk of life, and
takes
help and assistance from various sources at its disposal. Detailed and
precise instructions on what to do during times of emergency will be
given
in every public and educational institution in the city.

Students practice for emergency situations on a regular and orderly
basis.

Special arrangements have been made at every school, nursery and youth
club
to increase the safety and security of our children.

Together with volunteers, our cities and towns are ready to offer
assistance
in sealing rooms in the homes of senior citizens, the physically and the
mentally handicapped, in accordance with the instructions of the Civil
Defense and Home Front Command.

Israel's municipalities are in constant contact with all the authorized
regional and national security forces. All the relevant personnel in
positions of responsibility will be given training and they are on call
24
hours a day to assist the public when necessary.

Gas mask kits will be made available to tourists and foreign residents.

The Municipal Hotline
(Moked 107) is manned 24 hours a day and is at your service day and
night.


We call on you to remain calm and in control, as is required of us at
this
time.
We are full of hope that these days will pass peacefully and safely and
we
hope that we will quickly return to our ordered and peaceful way of
life.

THE PROTECTED SPACE


The apartment protected space and the floor protected space provides
protection against missiles and air raids, whether conventional,
chemical or
biological, with no need for additional sealing.

The Apartment Protected Space (Mamad)
A room in the apartment, the walls of which are made of reinforced
concrete,
which is blast-proof and which, after closing the door and the window,
is
impermeable to chemical and biological substances. The apartment
protected
space is convenient and available for use.

Floor Protected Space
A special room constructed in the common area on each floor in a
high-rise
building, adjacent to the stairwell. Its walls are made of reinforced
concrete and, after closing the door, it is resistant and impermeable to
chemical and biological weapons. The entry into this room is from the
public
area of the floor.

The Shelter
Keep the shelter clean and appropriately maintained. The shelter's doors
and
windows must be looked after to prevent rust, and make sure that the
rubber
seals are intact. Check the ventilation pipes and water containers for
cleanliness.

The entrance to the shelter and the emergency exit must not be blocked.
Make
sure the shelter is dry and the electricity is working. The shelter in a
high-rise residential building must have rescue and emergency equipment
including a pick, a spade, a crowbar and a 20-m. long piece of rope.

If the shelter is adjacent to the house, it may be prepared for chemical
and
biological attacks by sealing it. A ventilation and filtering system
should
be installed in the shelter. It is recommended to use the shelter as a
club,
sports room or reading room. At the same time, make sure that it is
possible
to return the shelter promptly to its original designation. Do not store
scrap and combustible materials in the shelter. In the case of incursion
or
a refusal to remove scrap on the part of the residents, do not give up,
and
report the matter immediately to the local authority. In high-rise
buildings
each apartment must have a key to the shelter. The structure of the
shelter
may not be altered without obtaining permission from the Home Front
Command.

Shelter Improvements in Existing Buildings
In buildings lacking in sheltered areas or where there are no shelters
adjacent to the apartments area, it is necessary to continue using the
"sealed room". New methods have been developed to improve the protection
afforded by the sealed rooms, by replacing the windows with blast-proof
and
shatter-proof glass, reinforcing doors and frames by coating or
replacing
them, reinforcing walls by coating them with special materials and
adding an
interior surface to reinforce walls and ceilings.

Choosing the Sealed Room
If there is no sheltered space in your home, nor any available
impermeable
shelter, select a room with as few windows and external walls as
possible,
and seal all openings.
The sealed room must be big enough, minimum 5 sq.m., in order to hold
all
members of the family.

If possible, select a room with direct access to the bathroom/toilet,
provided it is possible to seal it easily. Do not select a room with
large
glass windows which might shatter or smash due to blast.

In this room put the following items: protective kits, sealing
materials,
food, water, flashlight, first aid kit, fire extinguisher, transistor
radio,
"leisure kit" and, if possible, a TV.


WHAT TO DO IN SHOOTING INCIDENTS


Since shooting is not subject to early warning, it is vital to study the
action to be taken in such a situation and to instruct the family
accordingly.

* When an explosion is heard, take cover behind a wall or stone fence.
Lie
on the ground and protect your head with your arms.
* When traveling in a car - stop at the side of the road, take cover
behind
a wall or stone fence, lie on the ground and protect your head with your
arms.
* After waiting a few minutes, take cover inside a nearby building
(enter
the house or the stairwell and go up to the next floor).
* Listen to your radio for further instructions by the security forces.
* When you are inside a building - lie on the ground close to an
interior
wall, or enter the protected space, lie on the floor and protect your
head
with your arms.
* Keep away from openings, and especially from glass windows.
* Remain in the house and listen to your radio for further instructions
by
the security forces.


WHAT TO DO WHEN THE SIREN SOUNDS


The sound of the siren: an ascending and descending sound
The All Clear signal will be given via the radio and television.

Immediate actions to be taken on hearing the siren

Shut down all electrical appliances and air-conditioners and close all
water
and gas taps in the home. Get into the Protected Space, easy-to-reach
shelter, or sealed room already prepared for this event, and take with
you
the protective kit.
Do not put on the protective mask unless you receive a specific order to
do
so on the radio and TV.
Do not leave your apartment for a shelter unless you can reach it within
two
minutes.

Note: You may bring pets with you into the Protected Spaces to protect
them.

When all the members of the family have entered the room, complete the
sealing of the room by using adhesive tapes between the door and the
frame
and between the frame and the wall.

The space between the door and the floor should be covered with a wet
towel.
When at home, it is recommended to leave the main door unlocked, so as
to
allow rescue units to get into the house if needed.

If you are not home, put on your protective mask and take cover under
any
protection as quickly as possible.
If you are in a car, stop the car on the shoulders of the road.
In a built-up area, get into a sheltered area as soon as possible.
If you are in an open area, close the doors, windows and ventilation
inlets
and put on the protective mask.


Guidelines for sitting in a protected space


Sit adjacent to an inner wall, perpendicular to the outer wall. Sit as
far
away as possible from the outer wall and window. Sit as low as possible,
preferably on the floor, and on a mattress or pillow. Do not sit near an
air-conditioner.
It is highly recommended not to heat the room. Fans may be used in the
room.
Do not use air-conditioners. Seal the air-conditioning vents.
Do not use air coolers based on water evaporation, as they cause high
increases in the humidity of the air and reduce the effectiveness of the
filters.
Make sure that all members of the family remain awake while they are
wearing
protective masks.
Do not light a fire or smoke in the room.
It is important to keep the room well-maintained.
Make sure that the adhesive tapes are kept tight.
Renew the food and water supply and verify that the radio batteries are
in
good condition.

Remember: Keeping calm and keeping up morale and obeying all guidelines
issued by the security forces will help all members of the family to
better
cope during their stay in the Protected Space.


WHAT TO DO DURING A CHEMICAL OR BIOLOGICAL ATTACK


Whenever a missile falls the IDF checks it out, to see whether it is
conventional, chemical or biological.
According to the findings, the IDF spokesman will make an announcement
via
the communication media, and instructions will be given.
Furthermore, a regional announcement will be made by the security
forces.

Citizens are required to be strict about protection suitable for a
chemical
or biological attack, and to follow the announcements on the media.

Do not remove your mask before express instructions to do so are given
on
the media by the security forces in the field.
Do not touch objects and do not use food or water that were uncovered at
the
time of the attack.
Use only water and food that were closed inside sealed vessels.
Do not eat food that was packed in plastic bags, unless they are
hermetically sealed.
Follow the instructions announced over the media and act accordingly.

Evacuation

If a decision is made to evacuate the population, detailed announcements
will be made via the various communication media explaining how the
evacuation is to take place, the preparations made beforehand and the
evacuated areas. In any event, do not leave the house or the sealed room
without express instructions that will be announced via the media by the
security forces operating in the field.

Prepare for Evacuation as Follows

Pack 2 sets of clothes, including shoes, socks and underwear for each
member
of the household, as well as medication, and important documents in a
sealed
nylon bag.
Also prepare thick nylon bags, to wrap hands and feet, and a
battery-powered
transistor.

When leaving the house you will be on foot.
Go in the direction of the transit station situated at the nearby road
junctions, whose location will be announced via the media.
You will also be directed to the transit stations by teams in the field.
Cover hands and feet with thick sealed nylon bags before leaving the
house.
At the transit stations, the Home Front Command forces will help to
remove
your personal protection and will direct evacuees to temporary quarters,
until the area is decontaminated.
It is important to be careful to go to the transit stations only via the
routes announced over the media.
Where necessary, the Home Front Command forces acting in the region will
help those who have difficulty in reaching the transit stations.

Pets should be carried wherever possible, and in any event their
movement on
the ground and outside the decontaminated areas should be prevented.

Special Emphasis for Evacuation in the Case of a Chemical Attack

You may leave the sealed room and go into the rest of the apartment only
if
the windows and doors of the house are closed, but continue to wear the
protective mask.
Do not open the outside windows and doors. Take care to cover the body
fully
with two sets of clothing - two long-sleeved shirts, two pairs of long
pants, two pairs of socks, closed shoes, and cover the shoes and hands
well
with nylon bags before leaving the house.
Make sure the protective mask is hermetically sealed before leaving the
house.

Before leaving the house, make sure to close gas valves and water
faucets,
and disconnect the electricity. It is forbidden to travel in private
cars to
the evacuation points.
Particulars regarding the manner of evacuation will be announced via the
media and by the security forces operating in the region.

Special Emphasis for Evacuation in the Case of a Biological Attack

In the case of a biological attack, the security forces will distribute
medications.
How this is to be done will be announced via the media.
Be careful to take the medication distributed to the houses before
leaving
home, and to take all the rest of the medication for all the family.
Taking the medication and wearing the protective clothing according to
instructions will provide good protection while moving around.
Do not remove the protective clothing while traveling in the area except
in
a life-threatening situation.
Take care to close windows and lock doors before leaving the house.
Do not use your private car as it may be contaminated.

Remember!

Do not leave the house without hearing express instructions over the
media,
or from the security forces working in the field.
The success of the evacuation depends on strictly following instructions
and
rapid and calm movement as directed.

" I can safely say to the public - we are prepared for any Iraqi attack"

The head of Doctrine and Development in the Home Front Command, Colonel
Gil
Shenhar, was interviewed this morning (07/10) on Channel 1 Television.

According to him the Home Front command is well prepared for the Iraqi
threat.

occurred in the Command, both as far as equipment is concerned and the
exercises the Command undertakes with other bodies" On the subject of

happening.
