I don't think city size is the primary factor in corruption. Look at
our former digs in Waterbury, CT. Every one of the mayors for the past
30 years was indicted. 2 are still in jail. One will probably never
get out.

In terms of crooked cities, New York is far from the worst. My general
experience with NYC agencies is that they make a reasonably good
attempt to get things done right without any "funny business". I have
been particularly impressed by some of the designers and inspectors
for the Parks Dept. Of course there is that one guy from another
agency who told me he wanted me to buy him a boat, but that's another
matter.

Maybe someone should start a web site...
