Iwent ahead and got a 400 watt Antec ($80.00) to replace the 300 Watt PS and
all is well.

The brief fan noise you mention at startup I have experienced on aging
systems and has been a sign that the fan bearings were beginning to fail.  I
was
able to use one machine for quite some time but finally did have to replace
the
power supply.
