There do exist replacement fans for power supplies.. Cheaper than a new
PS...

My only advice is clean the fan. A can of air(CO2) should do nicely. Also
make sure there is nothing abstructing its way. A fan in my computer
started making noise and I found that a cable was in its ways. Good Luck
