In addition to what "Ultra" said, I find on External modems that are flaky
or going bad it is sometimes helpful to reboot the MODEM.
(Physically turn the power off to the modem, and then back on 10-30
seconds later.)  Works for me on a Best Data Smart One in XP-Pro.
