And to make things more complicated, there are other user taxes; for example, every month I pay $1.25 as part of my phone bill to pay for the NC Relay for the Deaf & Hard of Hearing, which every phone customer pays, whether they use the service or not.
Same goes for fees for auto emissions inspections, license tags, dog tags, etc., etc. Everyone has to pay for those.
