 you are right, but that one person, if he has no money provided to him, to
get to the place he wants to be and provided no poison agent to use, has a
harder time of it.

   but, your point is well taken. i have thought about it.

Defeating a nation has nothing to do with preventing terrorism. It can
just
take 1 person to poison a city's water supply, the chances actually
increase
by appearing to have no consideration for other nation's view of the
world.
