Go to one of the free site providers such as Geocites or Tripod and they
will usually offer a very easy and simple web-page building feature.

www.tripod.com
www.geocites.com
www.angelfire.com

etc....

Of course the drawback is they all have adverts but if you want the
super-easy and low-cost alternative way to build up your skills, this is
usually the way to go.

Are you at college or university?  If so,  you might have the means to set
up a free and simple web page there.

If you're asking where to get CP information, just do searches on google
and/or altavista to get to CP pages.
