If you're using Mdk 9.0, two very useful sites are

Both are Mandrake forums. I'm not sure if you can post questions anonymously, 
but joining the list is free, easy and very worthwhile. Lots of helpful 
knowledgable people there and lots of traffic

I've never setup a winmodem on Linux, so I can't help you there, I can tell 
you they are problematic. If you want to buy a new modem anyway, here's the 
Mdk 9.0 hardware database:

You'll be able to find which modems are supported
