The 169.254.x.x address block is reserved for "I'm configured to use DHCP,
but I can't get an answer from any DHCP servers". Since the x.x portion is
generated randomly, it can change from one session to the next....
This should work, but it's an incomplete setup and may not be stable. I
wouldn't ever recommend running more than two machines that way, max.

I've configured Norton's Internet Firewall product to do what you want.
I'm pretty sure ZA can also do it, but I don't have it in front of me....

Since you are relying on broadcast resolution on that network anyway, and
you don't want to carry Internet traffic on the link, I'd consider
installing NetBEUI and binding that to these adapters, and unbinding TCP/IP
from them. I bet ZA will ignore them if you do that.
