 there is too much short sighted decisions made when money is tight and it
makes things worse.

...and in Wyoming at least, one of the ways they are reducing the size
of the waiting lists is by re-evaluating people who currently receive
services, and determining them to be ineligible.  Many of these people
have been re-instated to Waiver eligibility after a re-examination or
appeal process.  They then go back on the waiting list, since the spot
that they had in the waiver system was taken by someone else.  But, by
doing this, the average time on the waiting list is reduced.  Seems like
circular logic to me, since the money spent on appeals and fair hearings
could more legitimately be spent on providing waiver services to people
that need them.

Down here the other Bush likes to take credit for all he's done for the
kids.  Forgets to mention the Federal mandate to raise some more funds
or
loose them.  Now they are also trying to get everyone off the waiting
lists
for services but, are cutting funding.  Go Figure.

       Parents did something like this here in Texas. I don't think it
did
much good. The Texas leg, made famous by Molly Ivans, side-stepped the
issue.
