Obviously, it's a question of rehab vs. punsishment in most cases.   This is
not "most cases", so it would be the latter, plain and simple.  A novel idea
might be to let the victims' families discuss and punishment, no?

If you mean the snipers, that's easy to say if you have not been a victim of
their murderous rampage(meaning a loved one). Life in prison costs us
millions of tax dollars. The needle and do it fast.
