There was some mention about improved accessibility features being built
into the new version of Blackboard, but as I have never encounterred the
product in a course, I can't really speak with authority.  WebCT is also
supposed to have "got religion" and started working on accessibility
improvements.

With any of these products however, it is really a matter of educating the
content authors and web designers on matters of accessibility as the
products won't contain any magic bullets that will render the information
in accessible formats.  Design is still the key and at this point, the
tools can only support good design, not force it.
