With a win9x system, it is probably best to leave the drive letter
designations alone. When you add a new drive device, it may bump your
existing drive letters on the other drives. It may be possible to force
detection in a specific order by moving a disk drive from one interface
to the other. For example, move the CD-ROM to be a slave on the primary
IDE interface instead of being the master on the second IDE.

It may also be possible to play some games with the SUBST command, but
there are risks to data when using SUBST for this kind of application.
Windows NT (includes win2k and XP) does support drive remapping, and
changing the drive letter on a drive other than C: is quite easy.
