It really depends on what type of cell phone you have. I have used the IR
port on both a Nokia 8290 and a Motorola P280 to log onto my regular ISP at
work. Using the phones in this manner will get you only 9600 bps.
I have also used and still use my Motorola P280 with VoiceStream's IStream
service which uses GPRS - (General Packet Radio Service). Using GPRS, you
don't use a dial up service, your computer is hooked to the phone via a com
port and simply pulls the information off the air as needed. This method
seems faster than any dial up service that I have ever used and you don't
have to sign on to an ISP.
Either way, you will have to make sure that either you have a dial up ISP or
GPRS service in Israel.
