No, I am not informed about this.  I didn't get my own driver's license
until I was 31, and I'm not even a New Yorker.

However, any spam that mentions the United Nations either positively or
negatively is probably even less likely to be truthful than the regular
run of spam.  And spammers lie about as regularly as they breathe.  "This
email is never sent unsolicited."  "Click here to be deleted from our
mailing list."  "Be a millionaire like others within a year."  "This is a
100% risk-free transaction."  "You have received this because you
requested additional information."  And on and on ...
