A good place to start would be the group called Handi-hams. They can
provide some accessible study materials and help to find an Elmer
(someone who can be a buddy and explain things) in the area where your
father lives. I think the URL to Handi-hams is

http://www.mtn.org/handiham/

In any event, there's a link to Handi-hams' page from the ARRL home page

http://www.arrl.org

Good luck!
