I have disabled some unneeded services on services.msc using the guide at
www.blkviper.com. Could there be a service needed to run 16-bit programs?

This error is very annoying and all the tips I've found do not work.
While installing certain applications, I will receive the error, "Can't run
16-bit Windows program". I have tried to download the same file from another
mirror or site, I have downloaded into a DOS 8.3 compatible folder in my
root drive, and even renamed the file to a shorter name, but nothing seems
to work. I can copy the file over to another computer and install it with no
problems there, but something is blocking it here.
I am running Windows XP Pro. Thank you.
