With todays technology there may be a single chip solution but twenty years
ago I do remember using a UART for the parallel-> serial conversion ,a chip
for voltage level change (5v to 12v), clock circuit for timing and a power
supply and some componets for noise suppresion.  I may still have one around
here somewhere and if I can find it I will give you more info.
