You're right about not being able to select an empty memory from the
keypad, but you can select a full memory from the keypad, and here's how:

When you're in Memory mode, press Enter (the key to the right of the
0).  Then, using the keypad, enter the three digit memory number (with
leading zeros if necessary).  If you've entered a valid memory, you'll hear
a long beep.  If not, you'll hear a higher pitch short beep that indicates
an error.  You'll get the error beep if you try to enter a memory number
outside the legal range, or if the memory is empty.  Incidentally, the
manual covers entering a memory number from the keyboard.
