Hi,

What that card does, is allow the older systems to obtain the maximum data
transfer of 100mbits/sec of the HDD, when the controllers of most older
boards is at 33 or 66mbits/sec (first use of ata 80 pin cables)

To use the controller's speed you will need to use the 80 pin cables
between the contoller card and the drive.
and run the driver disk that came with the card to set it up properly.
