I don't know if this is hardware or software related but I got a call from a friend who says his computer keeps rebooting just when he is using Internet Explorer.  He had it formatted and did a fresh install of Windows98 SE but it is still happening.  It does not happen when he is using Outlook Express, only IE 6.  He is on cable and wants to blame his service provider.  Is this possible?  The computer is 3 years old, has 128 RAM and was running flawlessly until this started happened recently.  He has added no new programs and has changed nothing.  I don't know where to tell him to start looking for the problem.  Any suggestions?
