I just got off the phone with John, the webmaster at ARRL.  He says there's
an alternate URL that gets you to a hyperlinked page.  The main one is using
both Javascript and, apparently, some kind of drop-down menu.  John says to
use:

http://www2.arrl.org/

I tried it and it works, although the layout is different from that on the
main page.  However, it does contain a search facility that should make the
locating of things fairly straightforward.

                        Hey guys, i'm wondering if any of you have
experienced this before with
the arrl web sight.
I haven't gone to it in a while, but i'm noticing an interesting problem
with jaws for windows.
I can tab through the links, but when i press enter on one of the links for
instence exams, it doesn't seem to go there.
This holds true for any of the other links.
You know how when you click on a link, you hear a click out of the speakers
if you have internet explorer setup to do this.
Any ideas guys why the links aren't working?
This happened the last time i went to their sight.
