From experience, it could mean one of a few things
1) you have a floppy installed in the BIOS, but no floppy. Check the BIOS if
you can see if there is a floppy installed in the correct position (a) or
(b). Then make sure that in fact the drive is connected to the cable in the
correct position
2) The ribbon cable is installed the wrong way round
3) The floppy drive has died.
