The bad-car-smell specialists I've heard about rip out all the upholstery,
everything to the bare metal, and repaint and rebuild. Presumably this is
only worth doing with a high-value car for which replacement interior
fittings are available, and a really bad smell that utterly destroys its
value.
Not that I have any direct knowledge of this.
