In regard to your impending site visit to enforce the Specifications, I'm trying (without success) to figure out how to paraphrase Bismarck's remark (as opposed to Remarque, who came later) to the effect that when he heard the word "culture" he reached for his revolver.

It is a never-ending source of mystery to me why people, like f'rinstance contractors, don't do things the way they have contractually obligated themselves to do them.  I am not relieved to hear that this is also the case Down Under.

As for wearing the brown helmet, you are not alone.
