Thanks, I was able to figure it out with your suggestions.  I did not have
"never dial a connection" checked, and I had the wrong server type selected
in properties for settings.

You can try going to IE's tools/internet options/connections tab/LAN
settings to see if the auto detect proxy settings is checked. Uncheck all
the boxes on that dialog box to see if you can connect. Make sure that on
the first page of that connections dialog that "never dial a connection" is
checked before you go to Lan settings.  If that doesn't work, get your
system administrator to set it up for you, as their settings may be unique.
