It's hard to identify. However, you could look into BIOS, see if there is
any setting you can set to AGP 4x. some BIOS won't allow 4x unless you have
a 4x card plugged in, so you may need to borrow a 4x AGP card for testing.
I'll bet 99% chance the mobo won't support 4x AGP standard, since a
celeron400 is pretty old.
