Have you gone into Bios and made sure both IDE channels are enabled?
also see if both CDs show in bios.
You could boot win98 in safe mode and see what cds show in device manager
often there are several duplicates or drives that are not installed, delete
them.
I suppose as a last resort you could use an IDE ATA100 controller card
 to run your drives, if you have a spare slot.
