  Totally bizarre.  I don't think it can hurt airflow or grounding.
It *could* prevent shorts between the underside of the board and the
case, but normally the stand-offs provide plenty of clearance so this
shouldn't be a concern.

  Problems on cold boot that go away on warm boot or reboot are most
often attributable to th epower supply, or to its delivery of power
to components.  I'd make sure the hard drive and CD-ROM are not
sharing a power lead (either should be able to share with the
floppy); if so, the power supply may be somewhat below its labelled
rating, and may be about to fail.
