It might be better to be calling this $20 version the Up-Date CD.
I have one and MS uses that term.

I also have a WinME UpDate CD (the $50 version) and it will
do more than the $20 (SE) mentioned above, (and for different OSs.)

As in most things MS, there is a lot of confusion and non-uniformity.
