The volume of foreign language spam is steadily increasing. I've gotten
over 3,800 of them since the first of the year. That's an average of more
than ten a day.
The example you provided appears to be Japanese, but Chinese and Korean
ones are more prevalent.
Since it costs hardly anything to stuff every e-mailbox in the world,
there's no reason for the spammers to bother worrying about hitting people
outside the target audience.
Not a cry for help -- more likely they want to sell you vinyl siding or
penis enlargement pills or something.
I was charmed the first time I received spam in Italian, or Polish, or
something, but it palls pretty quickly.
